Concept 1 of 4.

Meaning of strategic HRM

HR decisions made around what the business is trying to achieve.

Before you read

Is HR's job mainly administration: payroll, records and leave?

Core idea

SHRM aligns hiring, training, appraisal and development with the strategy, so that the workforce becomes an advantage rivals find hard to copy.

An auto-parts maker in Pune wins an export order that demands almost zero defects. Its HR team keeps hiring the cheapest operators and running the same old training. The strategy has changed, but the people practices have not.

In plain wordsStrategic HRM means deciding how to hire, train, appraise and pay people according to what the business is trying to achieve.

Exam definitionStrategic HRM is the pattern of planned human resource deployments and activities intended to enable an organisation to achieve its goals (Wright and McMahan, 1992).

Strategic human resource management (SHRM) aligns HR activities, such as recruitment, training, performance management and development, with the organisation's strategy. The aim is a chain that ends in an advantage rivals find hard to copy.

HR activities → strategic alignment → workforce capability → competitive advantage

The Pune firm, as an illustration. Once it aligns HR with the quality strategy, every practice points the same way:

  • Recruitment: it hires operators with training in precision machining, not only the cheapest applicants.
  • Training: it teaches quality tools and how to stop a machine when a part goes out of tolerance.
  • Performance management: it counts defects caught and prevented, not just parts made.
  • Development: it grows senior operators into quality inspectors for the next export customer.

Three shifts mark the strategic view:

  • Employees are treated as long-term strategic assets.
  • HR becomes proactive, helping shape the organisation's growth and capability.
  • The focus shifts from routine HR administration to strategic people management.

Don't confuse SHRM with HR planning. HR planning forecasts how many people of each kind the firm will need. SHRM decides what kind of people and practices the strategy needs. HR planning is one tool inside SHRM.

Where it breaks. Tight alignment with today's strategy can make the workforce hard to redirect when the strategy changes, so firms also need flexibility. And proving that HR caused better results is hard. Successful firms may simply be able to afford better HR.

For exams. Learn one definition and the chain from HR activities to competitive advantage. Know the three shifts: people as assets, a proactive HR, and strategy in place of administration.

1. Wright and McMahan define strategic HRM as…

Not quite. The answer is “The pattern of planned HR deployments and activities meant to help the organisation achieve its goals”. SHRM is about planned HR activities serving the firm's goals. Forecasting numbers is HR planning, which is only one tool inside SHRM.

2. A Pune auto-parts firm wins an export order that demands almost zero defects. Which HR change shows strategic HRM at work?

Not quite. The answer is “Appraising operators on defects prevented, not only on parts made”. Aligning appraisal with the quality strategy is SHRM. Hiring the cheapest operators serves an old cost goal, not the new quality strategy.

3. A firm aligns every HR practice tightly with a low-cost strategy. What risk does the chapter point to?

Not quite. The answer is “If the strategy changes, the workforce may be hard to redirect”. Tight fit to today's strategy can become rigidity tomorrow, so firms also need flexibility. Alignment does not guarantee results; the link between HR and performance is hard to prove.

Concept 2 of 4.

Key strategic dimensions

Five areas where HR shapes strategy.

Before you read

Can a company's reputation as an employer reduce bad hires?

Core idea

Employer branding, the employee lifecycle, performance and learning, retention and engagement, and culture and change are where HR moves results.

A call centre in Noida hires 200 agents a year just to stand still, because 200 leave. The cost never appears as one line in the accounts, so nobody owns it.

Five areas decide whether a firm's people help or hold back its strategy. Each one turns a routine HR task into a lever on results.

The call centre, as an illustration. Take the following figures as an example, not as industry data.

  • It has 500 agents, and 40% leave each year: 500 × 0.40 = 200 leavers.
  • Replacing one agent costs about ₹60,000, counting hiring, training and slow first weeks: 200 × ₹60,000 = ₹1.2 crore a year.
  • Cutting attrition to 30% means 150 leavers, costing ₹90 lakh. The saving is ₹30 lakh a year.
DimensionWhat it involvesAt the call centre (an illustration)
Employer branding and talent acquisitionCommunicate the culture to attract talent; a strong brand brings better applicants and fewer mismatchesShow applicants honest videos of a real night shift, so those who join know what to expect
Employee lifecycle managementOnboarding, development, engagement and retention; lower turnover and a stable workforceGive each new agent a buddy for the first month
Performance and learningPerformance management that focuses on growth, not fault-finding; continuous learningWeekly coaching on recorded calls, in place of fines for errors
Retention and engagementGrowth opportunities, recognition and fairness; analyse why people leaveExit interviews show night transport is a top reason to leave, so the firm fixes it
Culture and change managementReinforce values and behaviour; people-focused change meets less resistanceExplain and train before moving agents to a new client

The employer brand is the firm's reputation as a place to work, among current staff and people who might apply.

Don't confuse retention with engagement. Retention is whether people stay. Engagement is how much energy and commitment they bring while they are there. A firm can keep people who have stopped caring; that is low engagement with high retention.

Where it breaks. An employer brand that promises more than the job delivers raises early quitting rather than cutting it. Exit interviews often get polite answers, since leavers may want a reference. Asking people who stay what keeps them, and checking the attrition data, gives a truer picture.

In practice. Start with the dimension that costs most. Attrition, time to fill a vacancy, and the share of new joiners who leave in their first few months show where that is.

For exams. Expect to match an activity to its dimension: onboarding belongs to lifecycle management, exit analysis to retention, growth-focused appraisal to performance and learning.

Check yourself

1. Onboarding, development, engagement and retention together make up…

Not quite. The answer is “Employee lifecycle management”. Lifecycle management follows the employee from joining to staying, which lowers turnover. Employer branding works before people join, by attracting the right applicants.

2. Exit interviews at a call centre show night transport is a top reason agents quit. Fixing it belongs to which dimension?

Not quite. The answer is “Retention and engagement”. Analysing why people leave and removing the cause is retention. Employer branding is about attracting applicants, not keeping current staff.

3. A firm has 500 staff, 40% leave each year, and replacing one costs ₹60,000. What does cutting attrition to 30% save each year?

Not quite. The answer is “₹30 lakh”. Leavers fall from 200 to 150, and 50 × ₹60,000 = ₹30 lakh. ₹1.2 crore is the total cost at 40%, and ₹90 lakh is the total cost at 30%, not the saving.

Concept 3 of 4.

Components and objectives of SHRM

What SHRM is made of, what it aims at, and what fit means.

Before you read

Is ‘high-commitment management’ about pay?

Core idea

SHRM combines people capability, HR systems and strategic direction, and seeks HR practices that fit the strategy and each other.

A company can copy a rival's pay scales in a month. It cannot copy, in a month, a workforce that knows its customers and trusts its managers. SHRM tries to build the second.

In plain wordsStrategic fit means the HR practices serve the strategy and pull in the same direction as each other.

Exam definitionA standard textbook distinction: vertical fit aligns HR practices with the business strategy; horizontal fit makes HR practices consistent with one another.

SHRM is built from four components:

ComponentMeaning
Human resources as core capitalSkills and potential
HR policies and programmesMotivate and align employees
Plans and patternsStrategic planning and consistent behaviour
Unified directionHR actions aligned with the long-term vision
SHRM = people capability + HR systems + strategic direction
Business strategyVertical fitHiringTrainingAppraisalPayHorizontal fit:the practices support each other
Vertical fit runs from the strategy down to each practice. Horizontal fit runs across: training for teamwork while paying only for individual sales breaks it.

Two hotel chains, as an illustration. One runs budget hotels on highways and competes on cost. The other runs premium hotels and competes on service. Each fits HR to its own strategy:

PracticeBudget chain (cost)Premium chain (service)
HiringLocal staff who can do several jobsCareful selection for service attitude
TrainingShort, standard proceduresLong training in guest service
AppraisalCost and speed measuresGuest feedback
PayLean fixed pay, simple incentivesHigher pay, rewards tied to service

Neither set is better in general. Each is right for its own strategy, which is the point of strategic fit.

SHRM pursues five objectives:

ObjectiveMeans
Strategic fitAlignment of HR with strategy and its execution
Resource-based strategySpecialised talent as a competitive advantage
High-performance managementMeasures and productivity
High-involvement managementSharing ideas, innovation
High-commitment managementTrust and employee dedication

Don't confuse the three "high" objectives. High-performance management works through measures and targets. High-involvement management works through giving employees a say and sharing ideas. High-commitment management works through trust, so that people want to give their best.

Where it breaks. The objectives can pull apart. Tight targets and close measurement can erode the trust that high commitment depends on. And a firm that changes strategy often may find that a tight fit has become a trap.

For exams. Know the four components, the equation, and the five objectives with what each works through. Vertical and horizontal fit are a common short question.

Go deeper for practitioners

Best fit in detail. Randall Schuler and Susan Jackson (1987) matched three competitive strategies, innovation, quality enhancement and cost reduction, to the employee behaviours each needs. They then chose HR practices to bring those behaviours out. The hotel example above follows that logic.

Where the "high" labels come from. Richard Walton's 1985 article "From control to commitment in the workplace" argued for replacing control-based work systems with commitment-based ones. Edward Lawler's High-Involvement Management (1986) argued for pushing power, information, knowledge and rewards down to the people doing the work.

The evidence. Mark Huselid's 1995 study of close to a thousand US firms linked high-performance work practices with lower turnover, higher productivity and better financial results. Later work agrees that such links exist but debates their direction: profitable firms can afford better HR.

Links. Approaches to HRM (this unit) sets out best practices, best fit and the resource-based view. Compensation management (this unit) covers the pay side of fit.

Fit, resource, performance, involvement, commitment.

Check yourself

1. Which SHRM objective treats specialised talent as a competitive advantage?

Not quite. The answer is “Resource-based strategy”. The resource-based objective sees hard-to-copy talent as the advantage itself. Strategic fit is the tempting answer, but it is about aligning HR with the strategy, not about the talent as a resource.

2. A firm trains its staff to work in teams but pays bonuses only for individual sales. Which kind of fit is missing?

Not quite. The answer is “Horizontal fit: the practices work against each other”. Training and pay pull in opposite directions, so the practices are inconsistent with one another. Vertical fit concerns HR and the strategy, which this case does not test.

3. A budget highway-hotel chain competes on cost. Which set of HR practices fits its strategy best?

Not quite. The answer is “Local staff who can do several jobs, with short standard training”. A cost strategy needs lean, flexible staffing and standard procedures. The other options suit a premium chain competing on service: right for that strategy, wrong for this one.

Concept 4 of 4.

Implementing SHRM

Six steps, and strategic HR planning.

Before you read

Is SHRM a one-time project?

Core idea

Turn the plan into people decisions in a loop: vision, measures and data, readiness, talent forecast, HR systems, then evaluate and start again.

A firm announces a new strategy at its annual meeting. Six months later it is still hiring, training and rewarding people exactly as before. Implementing SHRM is the work of closing that gap.

In plain wordsImplementing SHRM means turning the business plan into specific people decisions, then checking whether they worked.

Exam definitionA standard textbook definition: strategic HR planning is the process of identifying the people an organisation will need to meet its strategic goals, and deciding how to obtain and develop them.

1 Understandthe vision2 Measuresand data3 Assess HRreadiness4 Forecasttalent needs5 AssessHR systems6 Evaluateand iterateStep 6 feeds back into step 1: the work never finishes.
The six implementation steps form a loop. What the evaluation finds becomes the starting point for the next round.
Implementation stepWhat it involves
1 Understand the business visionAlign HR with purpose and the strategic plan
2 Identify measures and dataUse people analytics; data-driven decisions reduce bias
3 Assess HR readinessReview skills, structure and technology; close the gaps
4 Forecast talent needsPredict needs for growth or automation; reskill and upskill
5 Assess HR systemsMake HR tools efficient and integrated
6 Evaluate and iterateMonitor outcomes and keep policies relevant

A cooperative bank, as an illustration. It plans to open 20 rural branches in two years.

  1. Vision: reach farmers and small traders who now travel to town to bank.
  2. Measures: accounts opened per branch, loan repayment, and staff turnover in rural branches.
  3. Readiness: few current staff know crop loans or speak the local language.
  4. Forecast: 20 branches × 6 staff = 120 people. If 40 can transfer, 120 − 40 = 80 must be hired or trained.
  5. Systems: the HR software cannot handle transfers across districts, so it is upgraded.
  6. Evaluate: six months in, rural branches are losing staff fastest, so the bank revises its posting allowance.

Strategic HR planning runs in five steps:

  1. Define SMART goals: specific, measurable, achievable, relevant and time-bound.
  2. Assess HR capabilities.
  3. Evaluate workforce skills.
  4. Analyse departmental needs.
  5. Recruit strategically, for cultural fit, adaptability and future readiness.

Don't confuse people analytics with HR reporting. Reporting counts what happened: headcount, attrition, days to hire. Analytics asks why it happened and what is likely next, such as which new hires are at risk of leaving.

Where it breaks. Data reduce bias only when the data are sound. A hiring model built on a firm's past choices can repeat the bias in those choices. The steps also look neater on paper than in life; firms often loop back before reaching step 6.

For exams. Know the six steps in order, and the five steps of strategic HR planning, starting with SMART goals. Step 6, evaluate and iterate, is the one that makes SHRM continuous.

The right people, with the right capabilities, for the right strategy, at the right time.

Check yourself

1. Which implementation step uses people analytics?

Not quite. The answer is “Identify measures and data”. Step 2 sets the measures and gathers the data. Assessing HR systems, step 5, is about making HR tools efficient and integrated, not about analysing people data.

2. Six months after opening rural branches, a bank finds they are losing staff fastest, and revises its posting allowance. Which step is this?

Not quite. The answer is “Evaluate and iterate”. Monitoring outcomes and changing a policy in response is step 6. Forecasting talent needs comes earlier, before the branches open.

3. A bank opens 20 branches that need 6 staff each, and 40 current staff can transfer. How many people must it hire or train?

Not quite. The answer is “80”. 20 × 6 = 120 people needed, and 120 − 40 = 80 must come from hiring or training. 120 is the total need, not the gap.
